Scope
The aim of the Onshore Incident Commander Training is to equip personnel with formal training in command and control, communications and stress related factors in the management of major emergencies / incidents. In addition, this program also provides initial Emergency / Incident management training for personnel who are undertaking a training and competence program to progress to the role as the Onshore Incident Commander. This program exposes personnel to the Incident Command Structure (ICS) and demonstrates how it can provide a solid framework, designed to assign functional tasks to dedicated personnel and apply or strengthen a structure. Additionally, delegates will learn how to prepare for, prevent and respond to the effects of incidents regardless of the cause, location or complexity.

The Onshore Incident Commander training is directed towards individuals who are either designated as being in charge of, are members of, or provide support to an emergency management team in an emergency.

General Course Objectives:
To Successfully complete this module, delegates must be able to:

Review, manage and assess the information available in an emergency situation in a timely manner
Establish common processes for planning and managing resources
Implement predetermined emergency / incident plans and procedures in the context of the current emergency / incident
Efficiently communicate information and instructions
Keeping appropriate agencies informed through the support Incident Management Team
Monitor and control resources
Evaluate progress and communicate changes in plans and priorities
Effectively delegate authority and manage individuals and teams
Recognize and deal with stress in themselves and others

- Module 2: Practical Elements of Major Emergency / Incident Management
  - Element 2.1- Assessing the Situation
  - Element 2.2 - Taking Effective Action
  - Element 2.3 - Maintaining Communications
  - Element 2.4 - Delegating Authority
  - Element 2.5 - Managing Self and Team
  - Element 2.6 - Managing Team using the Incident Briefing and Time-out Proforma

Prerequisites:
There are no specific pre-requisites for the OIC training programmehowever, the delegate must be able to demonstrate suitable exposure within his/her sphere of influence.

Course Outline:
Each delegate must be observed in at least three (3) Command Centre Simulations in the OIC position.
Evaluation of delegates will be by continuous observation of their performance during their tenure(s) as OIC, each based around a major incident chosen from the following:

Type A – a major emergency that is readily controllable if managed appropriately
Type B – a major emergency which could escalate if not controlled
Type C – a major emergency that the OIC is unable to control leading to a full evacuation of the facility

Course Format:
Following a day of classroom study, the delegates enter a command centre simulator in which they will each experience, at least twice, the role of Onshore Incident Commander, the realism of several major events.

Tabletop discussions of some of the generic emergency scenarios will prepare the delegates for the exercises; in other cases, they are given an emergency scenario without any prior knowledge.

A post-exercise debrief will be held where an Assessor will comment on the strengths and weaknesses of the individual and the team performance. Following the training and validation the delegates will receive TEEX Approved MERSC & PT Samson Tiara Onshore Incident Commander certificate and a written analysis of any findings that exist in the delegate’s current managerial knowledge and capabilities for commanding the response to a major emergency.
